Recession hits HBC plans!

While we all wait for the Secretary of State to decide whether Harrogate's housing plans for the Spa Baths should be allowed to go ahead, the accountants have forced a score draw. HBC, like all local authorities, has had its borrowing facilities severely curtailed by the recession and their plans for a new swimming pool in Ripon have been shelved.

We have tried to make sure that the planning application receives an informed review by the Secretary of State. Our detailed submission can be found here.

Ripon Spa Project

During the course of this year the 'Save Our Spa' team decided to move the campaign into real 'project' mode and to develop a realistic scheme for the regeneration of the Spa Baths. Following the excellent advice of the Prnice's Regeneration Trust the committee has adopted a formal partnership constitution that is currently gathering signatures. The objects of the project are:

 

•    To promote the conservation and regeneration of the      Ripon Spa Baths, a Grade II listed building

•   To help raise civic pride in and respect for the     distinctive quality and heritage of the Ripon Spa Baths     and to develop community involvement in the     regeneration of the building

•   To demonstrate that new uses of the Ripon Spa Baths      will aid sustainable regeneration in the city

•    To develop the vision and strategy for the early       implementation of a regeneration initiative

•    To work with local authorities and other groups and       individuals in the search for a site for a new aquatic      sports facility that does not involve building on the      Ripon Camp Close playing fields or, if an alternative      site cannot be found, to work together to develop a new      aquatic facility on the existing site

•    To develop a specification for a new facility that is       economically viable, meets the needs of local people      and will enhance the attraction of Ripon as a visitor      destination

•    To promote the Spa Baths project actively and to work       together with local authorities and other groups and       individuals to obtain funding for it

By July the façade of the Baths was a jungle of vegetation. Birch trees, buddleia and willow herb were flourishing in the mortar joints and water ingress was causing severe sulphate efflorescence on the terracotta. (pictures here) Following intervention by Ripon Civic Society (see letter) HBC have cleaned the Porte- Cochère but further pressure needs to be brought if the structural issues are to be addressed.
